1. Project Overview
Wayne County is soliciting sealed competitive proposals from qualified contractors for the complete installation of concrete foundations for a new pre-engineered metal building (PEMB) Ag Center (agricultural/rodeo facility) located at 1853 Sunset Blvd, Jesup, GA 31545 (parcel 100-30). Proposed building to be 185’ wide by 350’ long.
The work includes all concrete foundations, piers, pedestals, anchor bolts, and associated site preparation as shown on the structural drawings and detailed in the general notes. The (PEMB) will be furnished and erected by others. This RFP covers only the concrete foundation scope.

All work shall strictly conform to these documents, the International Building Code (IBC 2021), ASCE 7, and all applicable local, state, and federal codes.
3. Scope of Work
The Contractor shall furnish all labor, materials, equipment, supervision, testing, and incidentals required to complete the following:
A. Site Work
· Coordination with Owner for exact location of proposed building.
· Excavation, forming, and backfill for all foundations
· Subgrade preparation per geotechnical report recommendations
· Contractor to verify final elevation and compaction. Benchmark available onsite.
· Fill material to be onsite.
B. Concrete Foundations
· All spread footings, pier footings, and pedestals as shown
· Concrete: see plans for specifics
· Reinforcing steel: see plans for specifics
· Installation of all anchor bolts, templates, and embedment’s per anchor bolt schedule
· Placement, consolidation, finishing, and curing of concrete
· Saw-cut control joints and sealant where required
C. Quality Control & Testing
· Contractor-provided testing (slump, air content, cylinders, etc.)
· Coordination with Owner’s special inspection agency for required inspections (continuous and periodic as noted)
D. Clean-up and Closeout
· Removal of all debris and excess materials
· Final inspection coordination
Exclusions (by others):
· PEMB structure erection
· Site grading outside foundation limits
· Electrical, plumbing, or mechanical embedment’s not shown on structural drawings
4. Contractor Qualifications
· Minimum 5 years’ experience installing concrete foundations for PEMB structures of similar size (minimum 20,000 SF arena-type buildings)
· Valid Georgia contractor license
· Proof of general liability insurance ($1M minimum) and workers’ compensation
· List of three (3) comparable projects completed in the last 5 years with references
5. Bid Requirements
Submit either one (1) original or one (1) digital copy (PDF) of the proposal containing:
1. Lump-sum price for the complete scope (see Appendix A)
2. Proposed project schedule (start date, substantial completion)
3. Acknowledgment of site visit Bids shall be valid for 30 days.
6. Schedule (Anticipated)
· Notice to Proceed: March 5, 2026
· Foundation Completion: April 20, 2026 (to allow PEMB erection)
· Total duration: Approximately 45 calendar days
Wayne County reserves the right to reject any or all proposals and to waive informalities.

8. Questions
All questions must be submitted in writing to Brandon no later than 5PM on February 27, 2026. An addendum will be issued if needed.
