Project Overview
Wayne County is soliciting competitive sealed proposals from qualified concrete contractors for the complete turn-key construction of the foundation and monolithic slab-on-grade for the new Wayne County Senior Center, a pre-engineered metal building supplied by Steel Building Systems, Inc. (SBS) and erected by Woodman Builders, Inc.
Building Summary (per sealed drawings)
- Overall dimensions: 100′-0″ × 48′-0″ main building + 30′-0″ × 20′-0″ covered porch/canopy area
- Pre-engineered metal building on monolithic turned-down slab with isolated interior column pad footings
Scope of Work – Foundation/Slab Contractor Shall Furnish and Install
- Site clearing, grubbing, and stripping of vegetation/topsoil under building footprint and 5′-0″ beyond
- Rough grading and compaction of building pad
- Per Foundation drawings: All layout, forming, reinforcing steel, concrete placement, finishing, saw-cut control joints, and curing for:
- Continuous perimeter turned-down footing/monolithic slab (4″ slab with thickened edge)
- Isolated interior column pad footings (various sizes – see footing schedule)
- Hairpins at rigid frames (Detail A & B)
- Continuous #4 perimeter turn-down rebar with lap splices
- Welded wire fabric 6×6 – W1.4/W1.4
- 6-mil polyethylene vapor retarder (lapped & sealed)
- 4″ sand or #57 stone cushion under vapor retarder
- Anchor bolts (F1554 Grade 55) furnished by SBS – installed and braced by foundation contractor per SBS anchor bolt layout drawings (included)
- All concrete testing, special inspections, and reports required by IBC 2018
- Positive drainage away from building and final grading to within ±0.10′ of plan elevations
- Coordination with pre-engineered building erector for anchor bolt placement and slab tolerances (±¼″ in 10′-0″ flatness)

- Steel Building Systems (SBS) sealed erection drawings 25-11-346A & 346B (anchor bolt plans, reactions, etc.)
Material Requirements (minimum)
- Concrete: 3,000 psi @ 28 days, 2.5%–6% air entrainment, max 0.55 w/c ratio, 2″–4″ slump
- Reinforcing: ASTM A615 Grade 60 (A706 where welded)
- Vapor retarder: 6 mil poly minimum, joints lapped 6″ and sealed
- All work in strict accordance with 2018 IBC and ACI 318
Submittal Requirements Submit sealed proposal including:
- Lump-sum price for the complete scope described above
- Separate pricing (add/deduct) for optional 4″ closed-cell spray foam insulation under slab (if desired)
- Proposed schedule showing start and substantial completion dates
- List of three similar pre-engineered building foundation projects completed in the last 5 years
- Proof of General Liability and Workers Comp insurance
- Georgia contractor license number
Schedule
- Mandatory pre-bid site walk: December 16, 2025 @ 10:00 AM (meet at site)
- Last day for questions/RFIs: December 19, 2025
- Proposals due: December 29, 2025, by 2:00 PM
- Anticipated Notice to Proceed: January 6, 2026
- Required substantial completion: March 31, 2026 (liquidated damages $500/day thereafter)
Submission Deliver one (1) hard copy and one (1) PDF via email to the County Engineer no later than the deadline above. Late proposals will not be accepted.
Wayne County reserves the right to reject any or all proposals and to waive informalities.
