Wayne County adopted the County Administrator form of Government and it was enacted in 1963 by Legislative Act. The County Administrator is appointed by the Board of Commissioners. The County Administrator is the chief executive officer of Wayne County and head of the Administrative branch of the government. The Administrator is responsible to the board for the proper administration of all affairs of the County, except as otherwise provided by law.

The County Administrator prepares and submits an annual budget to the Commissioners for their approval. The County Administrator is also the personnel director and the finance officer for the County.

The Board of Commissioners meets the first Monday of each month at 7:00 P.M. The Commissioners are elected by district and the board elects a Chairman each January. The Chairman presides at all meetings of the board and is ceremonial head of the county government, but has no administrative duties.
