Wayne County Commissioner James “Boot” Thomas keeps an extraordinarily busy schedule as County Commissioner of District Four. In addition to his tireless work as a devoted public servant, Mr. Thomas is assistant principal at Wayne County High School, Jesup, GA. and a dedicated community volunteer. He is also on several boards: Heart of Georgia-Altamaha Regional Development Center (board of directors), Work Force Investment Board, FCI (Federal Prison community relations board), Industrial Authority, Hospital Authority, Association County Commissioners of Georgia, and the National Association of Counties. 

Mr. Thomas is a graduate of Allen University, Columbia, South Carolina and received his Masters and Educational Specialist Degrees from Cambridge College, Cambridge Mass. Mr. Thomas was elected to the Wayne County Board of Commissioners in 1992, 1994, 1998, 2002 and again in 2006. He served as Vice-Chairman of the Board in the years 1995, 2000 and as Chairman in the years 1996, 2001 and 2006. 

Mr. Thomas has experience in various aspects of Human Resources Management and Personnel Administration including; staff training, employee relations, governmental and community relations. He received his Certified County Commissioners Certificate from the University of Georgia (40 hours) in 1996 and received a certificate in Government Leadership in 1997. 

Much has been accomplished for Wayne County since James Thomas has been in office. Some of these accomplishments include: the renovation of Bill Morris Recreation Park, an addition to Hall Richardson Recreation Center, the paving of the parking lot at Hall Richardson Recreation Center, helped initiate a “free” pick-up of garbage county-wide and upgraded county equipment, Completed the Restoration of the Wayne County Court House, worked with the School Board in completing a road (Joey Williamson) that would connect Hwy 84 with Hwy 341, the purchase of an additional 110 acres adjoining Bill Morris Park for the expansion of our Recreation facilities, the building of the new Department of Families and Children Services, and the purchase and renovation of a building to improve space needed for the operation of county business. 

“Boot” Thomas is married to Terry M. Thomas and has 7 children: James, Jeffery, Dana, Angienik, James Jr., Shayla (a student at University of Tennessee at Chattanooga) and Crystal (a student at Albany State University). “Boot” and Terry are members of Bennett Union Missionary Baptist Church, Jesup, Georgia.
